AWARD FOR INTER-UNIVERSITY COMMITMENT

Prof. Dr. Giorgi Khubua has been awarded the honorary medal by Speyer University for his long-standing commitment.

On December 12, 2019, Prof. Dr. Giorgi Khubua, President of Research at Steinbeis University, was distinguished with a services medal by the University of Speyer. He received this honor in acknowledgement of his long-standing involvement and outstanding contributions to collaboration between Speyer University and the Tbilisi State University in Georgia, achieved through a shared Master of Public Administration degree program and university-level collaboration between the two institutions.

The University of Speyer bestows the medal in recognition of people who stand out for their significant achievements in the field of administrative science, or to people who have made other special contributions on behalf of the German University of Administrative Sciences in Speyer.

The career of Giorgi Khubua is a testament to his passion for teaching and research. After studying and gaining a PhD in the law faculty at the University of Sokhumi (Georgia), he went on to do post-doctoral studies on “Federalism as a normative principle and political order.” In 2004, he was appointed a professor of law methodology and legal theory at Tbilisi State University, where he was rector from 2006 to 2010. Since April 2013, Khubua has been the academic director of the German-Georgian Institute of Administrative Science at Tbilisi State University. From 2013 to 2017, he was the scientific director of Energy and Geopolitics at the Technical University of Munich. In January 2019, Khubua was appointed President of Research at Steinbeis University.

As part of his work at Tbilisi State University, Khubua joined forces with the German University of Administrative Sciences in Speyer to set up a German-Georgian partnership program. Through this partnership with the University of Speyer, since 2009 Tbilisi State University has offered an English-based master’s program in Public Administration, which gained international accreditation from the FIBAA in 2015. The remit of the degree, which is tailored to the specific needs of managers working in the public sector in Georgia, is to equip students with the know-how, skills, and competences they need to prepare themselves for management positions in public administration. One of the key goals of the program is to teach the fundamental values and constitutional principles of citizen-friendly, constitutional public administration in an open society. Giorgi Khubua was awarded the honorary medal for his outstanding contributions to the development of the degree program by Prof. Dr. Holger Mühlenkamp, rector of the University of Speyer.
